Throughout 2024, Remote Ltd served as the lead technical partner in a municipality-wide digital transformation initiative that fundamentally changed how public services are delivered in Vogošća. The project introduced several first-in-country digital government features, reshaping administrative workflows and creating a model now under consideration for replication across Bosnia and Herzegovina.
Vogošća’s central bottleneck was the CIPS residence confirmation, a document required for dozens of routine administrative procedures. Despite existing electronic systems, residents still needed to physically obtain the certificate—an inefficient process that burdened citizens, administrators, and service centres across the canton. Remote’s task was to design and operationalize a solution that would eliminate this dependency entirely.
The work began with a full assessment of institutional workflows, IT infrastructure, and data interoperability constraints. Remote developed a technical model that allowed municipal systems to verify residence information directly through secure electronic channels, removing the need for printed confirmation. The model aligned with legal standards and data-protection requirements while ensuring real-time verification during service processing. Implementation required restructuring internal processes, upgrading digital interfaces, integrating with existing registries, and training administrative staff to operate under a paperless workflow. By mid-2024, the municipality successfully deployed the new system. For the first time in Bosnia and Herzegovina, a local administration could provide services without requesting CIPS confirmation from residents. The change reduced processing time, eliminated unnecessary citizen travel, and significantly increased administrative efficiency.
Beyond this flagship innovation, the broader transformation program covered improvements in digital forms, internal e-workflow systems, communication channels, and user experience. Remote coordinated the project end-to-end, ensuring that technological upgrades translated into practical improvements for both citizens and municipal employees. Vogošća’s achievement demonstrates how targeted digital reforms can produce immediate, measurable benefits even within complex administrative environments. The success also validated the feasibility of scaling similar models to other municipalities seeking to modernize public services and reduce bureaucratic burdens. For Remote Ltd, the project stands as a strong example of applied digital governance—combining technical expertise, institutional understanding, and pragmatic service-delivery reforms.
